In What Economic Climate Would Congress Accept Spending Cuts?

I heard someone make this point today.

In good economic times when there is a surplus, government feels a moral obligation to spend for those who are needy.

In bad economic times, like the recession we are in now, they say we need to spend our way out of this mess.

At what point would they accept spending cuts? Based upon the logic above, they have found a way to never accept this prospect.
